Your question is a little vague. How did the battery go low? This just a guess, but did the belt running the alternator (and most likely the power steering pump) break or come off? I’d check there first. Sounds like a canidate.
Power steering is provided by a pump that is turned by the engine’s power, not by the electrical system. If the serpentine belt (the belt that spins the power steering pump, the a/c compressor, and the alternator) hasn’t snapped or come off, then the car probably has a defective power steering pump.
Check for a blown fuse to the power steering motor.When the battery went low ,the amperage to the motor goes up,which will blow the fuse.It may have a circuit breaker you can reset.
I would think you have a fan belt problem and if it’s a rented car take it back to them and let them deal with it ..
The power steering has nothing to do with the battery but the battery ( alternator ) and power steering have everything to do with a broken or loose belt ..
